On February 7, Pan Yue, deputy director of the State Environmental Protection Administration (SEPA), announced that the administration has launched environmental risk investigations into 127 chemical projects located near environmentally sensitive areas such as coastal zones, densely populated regions, and nature reserves across the country. This initiative follows the severe water pollution incident in the Songhua River, which highlighted the urgent need for enhanced environmental safety measures. Following the incident, SEPA conducted a nationwide environmental safety inspection, revealing significant structural risks within the chemical and petrochemical industries. In the event of a sudden pollution accident, the consequences could be catastrophic. To address this, the administration has decided to conduct detailed environmental risk assessments and review emergency response plans for these 127 key projects. These projects span 25 provinces, autonomous regions, and municipalities, with a total investment of nearly 450 billion yuan. Of these, 87 projects are located along rivers, lakes, and coastal areas, making up 68.5% of the total. Another 60 projects are situated near urban or densely populated areas, accounting for 47.2%. Additionally, 37 projects are located near water sources, natural reserves, or important fisheries, representing 29.1% of the total. Pan Yue emphasized that any projects identified with potential environmental risks will have their risk management strategies improved and implemented, including enhanced prevention and emergency response plans. In addition, SEPA has listed 11 companies with serious environmental issues for strict supervision and mandatory rectification. These include the Jinan Yuxing Chemical Plant in Shandong, Lanzhou New West Vinylon Co., Ltd. in Gansu, Qingyang Chemical Group in Liaoning, and several others in Guangdong, Qinghai, Hunan, and Anhui. All must meet specific deadlines for improvement. Furthermore, SEPA has also taken action against ten construction projects that violated the "three simultaneous" regulations—requirements that environmental protection facilities must be designed, constructed, and put into operation alongside the main project. These include the 180,000-ton synthetic ammonia and 300,000-ton urea plant in Shanxi Jincheng, the 300,000-ton alumina project in Pingdingshan, and the 1-million-ton annual coke project in Shanxi Sunshine Coking Group. These violations have been investigated and dealt with accordingly. This comprehensive approach reflects SEPA's commitment to preventing environmental disasters and ensuring sustainable development.
