In recent years, the Ministry of Science and Technology in China has convened a group of experts and scholars from various fields to engage in in-depth discussions on the core elements of independent innovation in scientific instruments. The meeting also aimed to identify key priorities for China's scientific equipment development during the "Eleventh Five-Year Plan," with the goal of refining the "Research and Development Plan for Scientific Instruments and Equipment" for that period. Scientific instruments and equipment play a crucial role as the foundation of scientific research and are integral components of modern high-tech and information industries. For many years, Chinese laboratories have largely relied on imported experimental equipment. A significant portion—around 60%—of fixed asset investments in scientific research is allocated to foreign-made instruments, with a large share being advanced and high-end devices. The volume of imported analytical instruments surged from $900 million in 2001 to $1.613 billion in 2003, exceeding $2 billion in 2004 and continuing to grow at an annual rate of approximately 30%. In response to this growing dependency, the Department of Chemistry at the Chinese Academy of Sciences submitted a report in November 2005 to relevant authorities titled "Strengthening China's Capacity for Independent R&D and Industrialization of Scientific Instruments and Implementation of the 'Zhang Heng Project'." This initiative received strong support and recognition from the government, marking a pivotal step toward enhancing domestic capabilities in scientific instrumentation.
