China is expected to prioritize energy use and international cooperation, focusing on supporting basic science and applied technology research in five key areas. These initiatives aim to drive innovation and sustainable development in the renewable and new energy sectors.
First, solar power and building-integrated photovoltaics will be a major focus. This includes advancements in both solar thermal and photovoltaic power generation systems, as well as next-generation thin-film solar cells. Research will also cover solar-integrated buildings, low-cost and low-pollution technologies for producing high-purity silicon materials, and improved solar thermal utilization methods with broader industrial applications.
Second, biomass fuel and power generation will receive significant attention. Efforts will target non-grain energy crops, cellulose-based ethanol, energy forestry plants, biodiesel, and other biomass fuels. Additionally, technologies such as biomass gasification, biogas production, and biomass power generation will be developed to support clean energy alternatives.
Third, wind power development will be enhanced through resource assessments, the design of large-scale and high-efficiency wind turbines, and the construction of offshore wind farms. This will help increase the reliability and efficiency of wind energy as a major renewable source.
Fourth, hydrogen and fuel cell technologies will be explored. This involves hydrogen production from solar, nuclear, and other clean energy sources, as well as improvements in hydrogen storage, transportation, and fuel cell technologies. The development of fuel cell vehicles is also a key objective.
Fifth, gas hydrate exploration and utilization will be prioritized. This includes research into gas hydrate exploration techniques, development strategies, and safe storage and transportation methods to unlock this potential energy source.
To ensure the successful implementation of these initiatives, the Ministry of Science and Technology and the National Development and Reform Commission will establish a steering committee for international science and technology cooperation. This body will coordinate with government agencies, international organizations, and leading research institutions. A global recruitment of top experts in renewable energy will also be conducted to form an international expert consultation committee. These experts will provide strategic guidance and recommendations to the steering committee on key priorities, tasks, and collaboration methods.
In addition, the government will allocate special funds to attract financial support from foreign governments and international organizations. It will also encourage participation from multinational energy companies, enterprises, and private investors to support international scientific and technological cooperation in the field of renewable and new energy. This collaborative approach aims to accelerate progress and enhance the global impact of China’s energy strategy.
