- Interview with NPC Deputy and Chairman of Hangzhou Institute of Chemical Industry Co., Ltd., Yao Xianping Yao Xianping, a new face among the National People's Congress (NPC) deputies, is one of the few representatives from Zhejiang’s chemical industry in the 11th NPC. In his interview, he emphasized that China’s oil and chemical industry has entered a crucial phase of transformation and upgrading. However, he pointed out that there is a widespread misunderstanding in society—many people equate petrochemical companies with high-risk, high-pollution, and high-emission industries. As a result, these companies are often unfairly targeted, leading to significant pressure on their development. This negative perception not only hinders the training of chemical professionals and the growth of chemical enterprises but also poses potential risks to local and even national economic development. He explained that the oil and chemical industries involve complex chemical reactions and materials that require strict safety measures due to their high toxicity, flammability, and explosiveness. While China’s early development of this sector did expose some shortcomings, these issues should not overshadow the industry’s vital role in the national economy or its contributions to scientific and technological progress and human civilization. He stressed that no country can afford to ignore the oil and chemical industry, as it is fundamental to modern life and industrial strength. Drawing from Deng Xiaoping’s famous saying, “Problems in development must be solved through development,” Yao argued that abandoning or rejecting the industry would be unwise. Instead, the focus should be on improving safety, environmental protection, and public understanding. According to Yao, the root of the "disparity" lies in two factors: first, the industry itself still faces many challenges that need to be addressed; second, the public, including government officials, lacks sufficient knowledge about the sector. To tackle this, the industry must strengthen self-discipline, improve safety standards, invest more in technology, and enhance employee training. He noted that low-quality personnel are a major issue in many private chemical companies, leading to management failures and environmental violations that damage the industry’s reputation. To address these problems, companies must prioritize employee development, ensuring that advanced technologies and equipment are used effectively. At the same time, the government and industry associations should work together to create a better environment for the sector. This includes strategic planning, policy support, and promoting environmentally friendly and marketable products through favorable land, financial, and tax policies. Ultimately, Yao believes that with improved transparency, education, and collaboration, the oil and chemical industry can move toward a sustainable and respected future.
