The lessons learned from past bus reforms all over the country show that without a subsidy principle that can withstand scrutiny and public argumentation, the car reform tends to change shape. The general direction of the bus reform is unavoidable. From the reform efforts of some localities in recent years, it has become a model favored by reform promoters to auction buses and implement car repairs. Among these, the determination of the standards for car repair is crucial, and it needs to be publicly released and demonstrated so as to agglomerate reform consensus. Otherwise, the car reform has a direction, and the standards for car supplementation have no open, reasonable, and scientific principles, leaving doubts about the “redemption” or “welfare” reform.
