“Clean” to save energy In November 2006, the Ministry of Communications established the coordination team for energy saving work led by Li Shenglin. In December 2009, the coordination team was upgraded to the leading group for energy conservation and emission reduction. Li Shenglin said that the Ministry of Transport issued a series of measures to deal with the problem, "heavy punches" to promote energy-saving emission reduction.

At the same time as the introduction of hard measures, a multi-level transportation energy-saving and emission reduction system including laws, regulations, standards and standards has been initially formed. Li Shenglin said that in February 2011, the Ministry of Transport decided to launch pilot cities for low-carbon transportation systems in 10 cities including Tianjin and Chongqing; in January 2012, 16 cities including Beijing and Kunming were confirmed as the second batch of pilot sites. . In 2010, the Ministry of Transport launched a special campaign on low-carbon transportation for thousands of companies in “cars, boats, roads and ports”. Li Shenglin frankly stated that, first, the structural contradictions in transportation have not yet been fundamentally resolved, and the construction of a comprehensive transportation hub has lags behind, and the proportion of large-scale and specialized vehicles is not high. , The proportion of old vehicles and boats is high; second, insufficient investment in research and development of science and technology, the application of modern information technology is still lagging behind, and the service system has not yet been established; Third, the regulatory capacity of transportation energy conservation and emission reduction has yet to be improved, lack of full-time management agencies and personnel, guidance The obvious lack of investment in capital, long-term mechanism for energy saving and emission reduction has not yet formed.

In response to the above weak links, the Ministry of Transport has identified the main targets for energy conservation and emission reduction during the “Twelfth Five-Year Plan”: By 2015, compared with 2005, the energy consumption of transport vehicles and operating ship units will decrease by 10% and About 15% of the total energy consumption of the ports' production units fell by about 8%. The carbon dioxide emissions from the transport vehicles and operating ships per unit of transport decreased by 11% and 16%, respectively, and the carbon dioxide emissions from the ports' production units decreased by about 10%.
