As one of the four key pieces of equipment in the petroleum refining industry, the cold coke effluent system in coking plants across China has long relied on open-type in-line technology. For many years, the challenge of fully closing and recycling these effluents remained unsolved. However, with the rising volume of imported heavy sulfur crude oil being refined, the pollution caused by cold coke wastewater has become a persistent and serious issue in the industry. This problem was effectively addressed by the "Closed Separation Technology for Petroleum Coking Wastewater" project, which won the Second Prize for National Science and Technology Progress in 2007. According to Professor Wang Hualin from East China University of Science and Technology, in 2000, Sinopec Engineering Construction Company launched the first large-scale modern coking unit in China, based on the 1 million-ton/year coking project at Shanghai Petrochemical. Although this system was introduced from abroad, it immediately faced issues related to pollution from oil and volatile toxic substances in the cold coke effluent after its commissioning in February 2000. This led to widespread public concern among nearby residents. In response, the Sinopec Group and the Shanghai Science and Technology Commission initiated urgent research projects. After accepting the task, the research team worked tirelessly for several years, overcoming numerous technical challenges. They developed a fully enclosed, low-energy swirl decoking technology tailored to the rapidly changing parameters of cold coke wastewater. They also created high-precision sub-micron oil droplet multi-field synergistic cyclone detachment technology, as well as rapid swirl oil dehydration (desalination, alkalinization) technology, coupled wastewater and gas treatment methods, and full-cycle closed-loop separation and utilization systems. Additionally, they designed micro-small swirl core tubes and large-scale cyclones with controllable flow field structures, ultimately forming a complete set of technologies for the separation and treatment of coking wastewater. Since January 2004, the cold coke effluent closed separation and utilization system at the 1 million-ton/year coking plant of Shanghai Petrochemical has been operating smoothly. It is stable, easy to manage, and meets both industrial production and environmental requirements. Monitoring of the system's performance shows that it significantly outperforms the previous open system in terms of resource recovery and environmental compatibility, achieving international advanced standards in technical and economic indicators. This joint project between East China University of Science and Technology and Zhenhai Refinery Branch of China Petroleum & Chemical Corporation has secured 10 intellectual property rights. The technology was adopted into the Chinese environmental protection standard HJ/T125-2002. To date, the system has been successfully applied in 31 domestic projects and one overseas location, capturing 80% of the domestic coking unit market. In the first three years, it generated RMB 367.9 million in direct economic benefits, saved 1,727,520 tons of fresh water, reduced odor emissions by about 26,500 tons, and cut wastewater discharges by approximately 1,727,250 tons—demonstrating remarkable economic and social benefits.
