Dong Honglei: Dear leaders, experts, everyone, because of the limited time, I will briefly introduce the topic of defective car product recall and the status and dynamics of the car three bags. From the following four sections.

Car recalls should be no stranger to all of you here. It is a very effective way of post-market supervision. In 2001, China’s AQSIQ began to study defective product recalls. In 2004, the four ministries jointly issued a recall management regulation. After the formal implementation of the automobile recall, after ten years of development, China has basically formed a system of recall laws and regulations, departmental regulations and related standards. The basic basis of the current recall is still regulations, and relevant administrative regulations and standards are being formulated and improved. Revision work, such as the implementation of our defective automobile product recall management regulations, as well as the risk assessment and control guidelines for defective automotive products, I will briefly introduce the following.

The method is currently in the stage of WTO notification and is expected to be released in the middle and late October. Compared with the regulations, this method refines the obligations of the enterprise, the recalled work procedures, the supervisory duties and the relevant provisions of the illegal government. The recall management regulations formulated by the four ministries will be abolished at the same time. Compared with the regulations, the approach has relatively improved in the following five aspects.

First, the work needs to add new parts and components, which is also a summary of our experience in the ten-year recall work, because with more and more cases, the recall of multiple OEM products caused by the same component, this This phenomenon is becoming more and more serious. As in the case of the joint electronics and airbags we are investigating, the investigation of such cases can be facilitated by specifying the obligations of the parts producers. Secondly, the obligations of producers' filing and system cooperation are further refined, which is also convenient for obtaining an relevant survey data. The third is to further clarify the key nodes in the process of recall management and implementation, and mainly put forward a regulation on the time of each node. The fourth is also pointed out that for the recall of the car equipment tires, we will separately stipulate. Fifth, it further strengthened the central authority to reduce the recall of automobile products, as well as the technical work of information management, defect investigation and recall management.

At the same time, in order to cooperate with the implementation of the method, we have also developed a series of normative documents and related forms.

The second is the risk assessment and control criteria. The standard was approved in December 2014. At present, 97% of defect investigations in China are caused by non-standard defects. Therefore, risk assessment is the main method for judging non-standard defects. This standard is to standardize and standardize the process of defective automotive products. To provide a scientific basis for vehicle defect determination and risk assessment processing, this standard has formed the following six parts. A draft for comments will be formed in December.

In addition, the center has also developed a three-package dispute handling guide for home cars. The guide answers the three-package issue that is closely related to consumer rights. The preparation of the car quality problem and the preparation of the third-party appeal are also detailed. The main content is not developed. The guide has also completed the overall editing and orchestration work, and will be released soon.

The second chapter introduces some of the business situations of China's car recalls. First of all, look at the complaints. Since 2004, the number of complaints has increased year by year. In particular, after the promulgation and implementation of the regulations in 2013, the average number of complaints per year is over 15,000, which is quite obvious. This is a trend of change in complaints and sales. It can be seen that the complaints are basically the same, and the complaints are slightly lagging behind. This is a distribution of the complaints of the various assemblies, and the traditional system and engine are relatively large. This is a distribution of the total adult complaints. The engine problem has been at a high level. The electrical equipment and body problems have increased significantly in recent years, and the braking problem is declining.

Let's take a look at the recall. Since 2004, the recall of vehicles has gradually increased. In 2013 and 2014, it broke through 5 million vehicles. In 2015, as of August 21, more than 4.5 million vehicles have been recalled, accounting for 15% last year. There is still no statistics this year. Compared with the United States, there is still a large gap in the total number of recalls in China. From the total amount, it only accounts for 7.61% of the United States. Therefore, the task of recalling the cause is still arduous, but it was recalled by China due to the defect investigation. The ratio has continued to increase. In particular, the proportion of recalls in the past two years has exceeded that of the United States. This is a comparison of the number of complaints and the number of recalls. The two are consistent, indicating that the complaints have a certain guiding effect. China has implemented a recall for ten years and has achieved remarkable results, mainly reflecting three aspects.

One is to reduce the amount. The second is to recover more than 30 billion losses directly. Third, through the recall, it has promoted tens of thousands of technological improvements and innovations. The third chapter introduces the business situation of the three-package of the car. The center is the three-package business started in 2013. At present, it has released a total of 6,283 pieces of information, mainly based on domestically produced vehicles, and the center has jointly handled the quality inspection departments for consumers. There were 118 cases of various types of three-package disputes, and 255 vehicles were returned for consumers. At the same time, the center has also established a filing and release management platform for parallel imported cars. Through this platform, consumers can view the configuration information of parallel imported cars, the information of the three bags and the information of after-sales maintenance outlets, eliminating the supervision of the implementation of the three-pack of parallel imported cars. The blind spot allows the parallel import cars to sell real three packs.

Finally, I will briefly introduce some key points that the center will carry out in the future. The first is to establish a three-party third-party dispute resolution system for automobiles, which has already started work in Beijing. The second is to strengthen the construction of the defect engineering analysis laboratory. This is also one of the key tasks of the quality inspection work this year. From the experience of more than ten years of recalling the center, about 97% of the cases are caused by non-standard safety issues, so the laboratory Positioning is the core direction of non-standard defects, aiming to build a national-level technical center in the field of national engineering analysis in the field of public welfare, openness, and national engineering analysis. This is the land occupation of the laboratory. According to the principle of use, five analytical laboratories, such as automobile tires, complete vehicles and parts, have been built, and the laboratory has been used to carry out a number of defect engineering analysis experiments, such as post-protection experiments, airbag experiments, etc., which effectively support Recall the work. The third aspect explores the establishment of a standard composite recall mechanism. The definition of defects, the defects are divided into two categories, one is the unreasonable danger, which belongs to the non-standard defect investigation, mainly relying on the method of defect technical analysis and risk assessment, and the other is not in line with the protection of personal and property safety. The case of national standards and industry standards, which is a standard conformity survey, is mainly determined by standard compound experiments. At the same time, the investigation also made a clear regulation for the investigation. At present, a number of cases have been carried out, which are defects of the standard conformity investigation, such as the passenger seat survey. The center has established a NAIS system. The fourth task is an environmental recall. The Law on Prevention and Control of Atmospheric Pollution was promulgated on August 30th. Article 58 stipulates that the state will establish an environmental protection system. Automobiles that have not been recalled for defects will be ordered to be recalled by the quality supervision department of the State Council and the environmental protection department. We have already introduced the relevant situation, and we will also assist the General Administration to open the relevant standard work of environmental recall, because the main investigation method of environmental recall is the standard compound survey.
