On the morning of September 18th, the “Guiding Opinions on Seeking to Promote the Transformation and Upgrade of the Automobile Maintenance Industry to Improve Service Quality†(hereinafter referred to as the “Opinionsâ€) was officially announced on the official website of the Ministry of Transport two and a half months after the public consultation.
This is led by the Ministry of Transport, the United Nations Development and Reform Commission, the Ministry of Education, the Ministry of Public Security, the Ministry of Environmental Protection, the Ministry of Housing and Urban-Rural Development, the Ministry of Commerce, the State Administration for Industry and Commerce, the General Administration of Quality Supervision, Inspection and Quarantine, and the China Insurance Regulatory Commission. The "Opinions" aim to standardize the chaos in the automobile maintenance after-sales service market, and the key to breaking the chaos is the "opening of maintenance technical information", which is also the essence of the final version of the "Opinions".
Unlike the previous drafts, the final version of the Opinions sets a clear timetable for the disclosure of vehicle maintenance technical information, as well as clear penalties. This means that the anti-monopoly of the automobile after-sales maintenance market has made a substantial breakthrough.
In accordance with Article 17 of the Opinions, the provisions for the implementation of the automobile maintenance technical information disclosure system shall be established. From January 1, 2015, automobile production enterprises shall use the available information form, convenient information channels and reasonable when the new vehicles are listed. Information prices, without discrimination, without delay to the authorized maintenance companies and independent operators (including independent maintenance companies, maintenance equipment manufacturing enterprises, maintenance technology information publishing units, maintenance technology training institutions, etc.) to disclose vehicle maintenance technical information. In the automotive product manual, the vehicle type approval certificate information shall be specified, the emission maintenance technical requirements shall be specified, and the manufacturer, model and effective service life of the key components of the emission control shall be described.
The clear punishment measures are that the Ministry of Communications and the Ministry of Environmental Protection and the General Administration of Quality Supervision, Inspection and Quarantine will formulate the "Measures for the Implementation of the Openness of Vehicle Maintenance Technology Information", and regularly organize a random inspection of the disclosure of the technical information on the maintenance of vehicle life enterprises. The new model has not been listed for 3 months. To effectively disclose the technical information of the model maintenance, cancel the "Announcement" and CCC certification for the model.
