This article investigates the current status of measuring instruments in the bazaars, and analyzes new problems encountered by the government after the services of the measuring instruments in the bazaars are free of charge by the government in purchasing services, and discusses how to strengthen the management of measuring instruments in the bazaars.
A scale is an instrument used to measure the weight of an object and is essential in people's lives. The balance of the bazaars is closely related to the food, clothing, and shelter of the common people. Although it is a small measuring device, it has a wide range of products and involves hundreds of thousands of households. It concerns fairness and fairness and concerns about the interests of the people.
1 Survey on Current Status of Measuring Instruments in Bazaar Market in Our City
1.1 Investigation
At present, there are more than 30 various types of bazaars in Anjo urban areas, and more than 3,000 measuring instruments in the bazaars that are subject to compulsory verification. Since September 2016, the Anyang Municipal Government has allocated special funds, and the Anyang Quality, Technology, Supervision, and Testing Center is responsible for the free verification of more than 1300 measuring instruments in 26 markets in the urban areas. Labels, unqualified persons will stop using them, and they will be ordered to repair or replace the measuring instruments for a limited time until they are qualified. The measuring instruments of the urban bazaars mainly consist of electronic scales. After verification, it has been found that unqualified measuring instruments generally suffer from the problem of “losing the weight and the number of less”. In the verification, most of the organizers and vendors of the bazaars are more cooperative. Detecting problems Vendors can usually repair or replace measuring instruments in time.
In the past, the fair scale of the urban bazaars was independently configured by market sponsors. Now, the Anyang municipal government has allocated special funds to distribute uniform fair scales and weighing platforms for all the bazaars in the urban areas. Newly-deployed fair scales are anti-functional and can only be calibrated by professionals. At the same time, the fair weighing platform also marked the allowable error of weighing various commodities, as well as the complaint telephones of the Municipal Bureau of Quality and Technical Supervision and the Municipal Bureau of Industry and Commerce to facilitate consumer control or complaints. At present, the city is actively establishing a demonstration city with strong quality. The Quality Supervision Bureau of the Municipality has also implemented the “quality improvement of the entire people, improvement of the quality of the city, improvement of the standards, improvement of industrial products, improvement of brand cultivation, and improvement of quality and technical basic capabilities”. Six quality improvement projects." The verification of the measuring instruments in the bazaars and the establishment of a fair scale can effectively promote the construction of the integrity system and improve the quality of the people. At the same time, this work is also a livelihood project, reflecting the government’s concern for self-employed individuals and consumers. We will continue to implement this work in the food basket of the common people, earnestly safeguard the interests of the common people, and greet the party's 19th victory with more excellent results.
1.2 Problems Found
In recent years, the Quality Supervision Bureau of Anyang City has repeatedly organized the staff to supervise and inspect the use of measuring instruments in large-scale bazaars in the urban areas. We have occasionally spot-checked the markets in which measuring instruments have been certified to prevent some merchants from measuring instruments. Also found that some of the electronic scales that passed the test have failed. Because current electronic scale manufacturers do not produce products in accordance with the production standards for measuring instruments, the internal parameters of the scale can be directly modified on the electronic scale button panel. Individual bad merchants use this to make a fuss about the scale. After the quality supervisors had passed the electronic scale verification and pasted the certificate, they modified the scale and said that they were short of goods and were responsible for consumers. Doing a good job in the verification of measuring instruments, preventing shortages of both, and promoting fair trade are concrete manifestations of the promotion of harmony at all levels and departments. How can we manage these markets?

2.1 Laws and regulations
The National Development and Reform Commission and the Ministry of Finance’s “Notice on Properly Lowering the Metrological Verification Charge Standards and Related Issues” require that working measuring instruments listed in the mandatory verification catalogue for trade settlement, safety protection, medical and health, and environmental monitoring should be gradually Implementation of free verification, the required funding from the same level of financial security.
2.2 Experience in other cities in China
It is understood that Beijing, Shanghai, Nanjing, Chengdu, Suzhou, Luoyang, and other places have been free of charge on the trade market weighing instruments, the cost included in the budget, the effect is very good.
2.3 Suggestions for Strengthening Management
Anyang City in 2011 reference to other provinces, cities, experience funded by the government, set up Jian'an Street farmers demonstration market, the market organizers focused on the configuration of electronic scales in line with national production standards, electronic scales of property rights to market sponsors, the scale can not be in the button panel The internal parameters of the scale shall be modified and provided for use by business households in the market. Operators may not bring their own measuring instruments into the market to carry out business activities; market sponsors shall implement the daily measurement instruments provided to the business households in accordance with relevant national laws and regulations. The management is responsible for the management of the use, maintenance, renewal and periodic inspection of the measuring instruments in the market, the registration of the uniformly configured measuring instruments, the filing with the local quality supervision department according to law, and the periodical application to the designated statutory verification agency on time. Compulsory verification, regular rotation of the same type of measuring instruments provided to business operators. In this market, there are basically no consumers complaining about the shortage of measuring instruments. Many street vendors in the bazaars do not have high income and are vulnerable groups. Exemption from compulsory inspection and measurement charges for measuring instruments and centralized configuration of measuring instruments will surely be greatly supported and welcomed by commercial and market operators. The efficiency of verification will surely increase substantially, and the interests of the general public will be effectively maintained.
3 Conclusion
The measurement cost of the measuring instruments of the bazaars shall be incorporated into the budget, and the measuring instruments shall be allocated to ensure that the inspection rate and qualification rate of the measuring instruments in the bazaars shall reach 100%. This is a fair and equitable shopping environment for the masses and the reduction of self-employment. The people and the farmers and other disadvantaged groups have economic burdens on the people's minds. Hopefully, in the near future, this Huimin policy will be implemented.
