The Ministry of Commerce of the People's Republic of China has conducted anti-dumping investigations on US automotive products that are somewhat unexpected.

On September 8, US General Motors and Shanghai General Motors officially signed an export agreement. Under the agreement, General Motors will export 607 million U.S. dollars worth of automotive products to the Chinese market through Shanghai General Motors, including vehicle products including Buick, Chevrolet and Cadillac brands, as well as other components and mechanical equipment.

It is understood that at present in the country, Ford Motor Co., Ltd. does not have American-made cars imported into China, and only some parts and components are imported into joint ventures for the production of complete vehicles.

In addition to some parts of General Motors, there are currently almost all of the Buick Encore, Cadillac cars imported from the United States to China to sell. All cars that Chrysler currently sells in China are imported, most of which are produced in the United States.

If the anti-dumping investigation is established, these imported vehicles will be subject to high tariffs. If the price of their products rises, they will lose competitiveness compared with European and Japanese products. If they do not increase prices, they will lose profits.

“In addition to the U.S. vehicle companies, U.S. first-tier auto parts suppliers are the most influential ones.” Gesell CEO Chen Wenkai said in an interview with the Post reporter.

He believes that because these American suppliers are worried about technology loss and other issues, most of the core components are imported from the United States to China. Therefore, if anti-dumping investigations are established, China will impose high tariffs on these products and will lose its competitiveness, allowing Japanese and European Department of component suppliers dominate.

Currently in China, there are many first-class auto parts companies headquartered in the United States, such as Delphi, TRW, Honeywell, Visteon, BorgWarner, Eaton, etc. They not only supply GM, Ford and other US companies. But also to their own brand car prices.

A few days ago, China announced that it would cancel the Measures for the Administration of the Import of Auto Parts that Constitute the Characteristics of the Vehicles (hereinafter referred to as the "Measures") on September 1. After the abolition, there are no restrictions on the import of auto parts. Some automakers may adopt imported parts assembly strategies to sell mature products to China, causing a greater impact on Chinese autos. In addition, the elimination of the “Measures” may enable international component giants to adjust their investment strategies in China. For parts with high technological content, high added value, and low cost, they may instead directly export products to the Chinese market, leading to zero in China’s automobile industry. The parts industry will be further marginalized. Previously, the core technologies of some first-class component suppliers were basically imported from abroad.

Therefore, if the competitiveness of US-level auto parts suppliers is weakened, they will consider increasing the localization rate and bring some high-tech, high-value-added and low-cost components to China to produce, which will improve China’s auto industry. The overall level of the parts industry is favorable. On the other hand, if these companies do not increase the localization rate, then local auto parts companies will gain a larger market. "Of course, Japan-European auto parts companies may also benefit from it," Chen Wenkai pointed out. It is understood that the largest proportion of the domestic auto parts market is the American and European auto parts.
