Excerpts from MySuburbanlife.com:
Mayor Donny Schmit of the Village of Fox Lake has voiced concerns about the village's role in negotiating fire and ambulance services, stating that "there’s politics involved." He argues that the village should not be responsible for managing these critical services.
A key decision is set to come before voters on March 15: whether the village should join the Fox Lake Fire Protection District. If approved, the district would take over the responsibility of collecting taxes for fire and ambulance services, removing the village from direct negotiations.
Residents who join the fire district would see a small increase in their property taxes—approximately $60 more per year for a home valued at $100,000. This adjustment aims to bring fire protection costs in line with those already paid by district residents, who have been paying higher rates since an ambulance tax increase last year.
To address this imbalance, the village currently transfers an additional $210,000 in property tax revenue to the fire district. This money could otherwise be used for local village initiatives or infrastructure improvements.
Fire Protection District Chief Ron Hoehne believes the referendum will create a fairer system, ensuring equal tax rates for both village and district residents. “It will make all the ambulance and fire tax rates equal throughout the village of Fox Lake and the district,†he said.
The fire district covers a large area, serving approximately 33,000 residents across parts of Fox Lake, Round Lake, McHenry, Ingleside, Lakemoor, Spring Grove, Volo, Grant, Burton, and Antioch Townships.
With 55% of the district’s emergency calls originating from the village, Schmit argues that it makes sense for Fox Lake to become part of the district. “That’s how our three district trustees and our department feel,†Hoehne added, citing similar transitions in nearby communities like Wauconda, McHenry, and Spring Grove.
Wauconda, for example, joined a fire protection district in 2010 and has since seen improved service and efficiency. Other surrounding towns are following a similar path, including Lake Villa, Grayslake, and Round Lake.
If the referendum passes, the fire district plans to hire three more firefighter/paramedics, which would mean one additional person on duty each day. The district would also be able to update its aging vehicle fleet.
However, if the vote fails, the village will continue to manage its current arrangements. But residents would still pay less than those in the fire district, and the village would need to continue subsidizing the difference, according to Schmit.
U tube heat exchanger is suitable for the large temperature difference between tube side and shell side. The shell side media is easy to scale and needs cleaning, while the tube side media is clean and not easy to scale. It is also suitable for high temperature, high pressure, fluid corrosive working conditions.
Each heat exchange tube is bent into U-shape, the two ends are fixed in the upper and lower areas of the same Tube Sheet, and divided into two chambers of inlet and outlet with the partition in the tube box. This kind of heat exchanger completely eliminates the thermal stress, the structure is simpler than the floating type, but the tube side is not easy to clean.
The number of tubes is small, the utilization of the tube sheet is not frequent, and the shell side fluid is easy to short circuiting, which is unfavorable to heat transfer. If there is a leak or damage in the tube, the external U-tube can be replaced, while the broken inner tube can not be replaced, only plugged, and one broken U-tube means two broken, so the U-tube easily scrapped.
