The Lake County Regional Operations and Communications Facility (ROC) is currently under construction in Libertyville, located behind several county buildings. Construction officially began in April, marking a significant step forward for this long-awaited project.

On Friday, officials held a groundbreaking ceremony for the $53.8 million facility, which is designed to streamline emergency services for over 600,000 residents across the county. The new center will serve as a centralized hub for 911 calls and other critical emergency communications, improving response times and overall efficiency.

Once completed by summer 2025, the 37,426-square-foot building will not only support the Lake County Sheriff’s Office but also be available for any local government entity that wishes to participate. This consolidation is expected to enhance coordination during emergencies and reduce redundancy in operations.

The project has been in the works for nearly a decade. It started when the Lake County Emergency Telephone System Board and other local agencies explored ways to improve 911 services across the region. After years of planning and collaboration, the vision is now becoming a reality.

In addition to serving as a critical emergency operations center, the facility will also support Commonwealth Edison during power outages, allowing for faster restoration of electricity. The building is designed to withstand natural disasters, ensuring continuous operations even in the worst conditions.

The project has received funding from multiple sources. A $1 million federal grant, secured with the help of U.S. Rep. Brad Schneider, was one of the early contributions. Additional funds came from the American Rescue Plan, while the county also issued $30 million in bonds to cover part of the cost.

Other key contributors include a $2 million grant from the Illinois Clean Energy Communities Foundation and $5 million from the Emergency Telephone System Board. These combined efforts highlight the community's commitment to building a safer and more resilient future for all residents.
