China is the world's largest consumer of rubber. With the rapid development of the automobile industry and mining machinery, China has become the world's largest rubber consumer nation for seven consecutive years. According to statistics from the World Rubber Research Organization, China's rubber consumption in 2008 was 5.995 million tons, accounting for 27% of the world's total consumption. At the same time, China is a country with very scarce rubber resources. More than 70% of domestic natural rubber and more than 40% of synthetic rubber rely on imports. The contradiction between supply and demand is very prominent. Tire refurbishment is not only an effective means to solve the contradiction between rubber supply and demand in China, but also reflects the green concept of energy conservation and emission reduction. However, traffic accidents caused by the quality of retreaded tires have frequently occurred in recent years. This phenomenon has aroused widespread public concern, and the “Twelfth Five-Year Plan” is about to be issued. Many problems in the tire retreading industry need to be rectified.

What is a tire retread

The tires that have been worn out or damaged due to other reasons and have been used for a long time will be renamed as tire retreading. Tire renovation is divided into a variety of situations. Traditionally, only the process of tire tread re-vulcanization (the tire is allowed to have a hole, but subject to professional treatment) is called tire retreading, depending on the degree of damage to the tire, take the top flip, shoulder flip or Full refurbishment process.

The status of retreaded tires

With the rapid rise of China's auto industry, the automobile-related supporting industries followed Peng Bo's development, and tire retreading is one of them. Due to the rapid development of the industry, high profits, and lack of relevant standards and regulations in the law, most private enterprises adopt the method of oil refining by the earth. This method has serious environmental pollution. Due to the small investment, fast recovery, and large profits, despite the state’s order Prohibited but repeated prohibitions. The retreaded tires also have no quality guarantee, which is the real reason why the quality of the retreaded tires has been neglected in recent years.

According to a survey conducted by relevant departments, the number of tire retreading households has a small number of employees, and the number of employees is fluctuating frequently. The number of skilled workers in each refurbishment factory is less than 30% of the total number. Most operators choose to purchase second-hand tires in areas where prices are relatively cheap, and only check whether the tread pattern affects secondary sales before purchasing, and do not care about other quality factors, resulting in substandard quality of retreaded tires. The reason is that the renovation technology is low; the use of unqualified old tires; detection means behind. At present, China has not yet established a quality inspection standard for retreaded tires, nor has it imposed restrictions on the retreading industry in terms of enterprise scale, equipment, and environmental protection, resulting in the fisheyes in the industry.

Problems in the retreading tire industry

(a) The problems with retreading old tyres are:

1. The state lacks mandatory technical quality standards for the retreadability of new tires. Some new tires have quality problems during production, and they cannot reach the standards for retreaded carcasses after use.

2. The use of tires by the State is not subject to mandatory wear limit testing requirements. Users lack a sense of tire maintenance. Overloading of load vehicles is widespread, resulting in severe wear of the tread and crushing of the carcass.

3, some tire retreading companies, in order to reduce investment costs, production equipment, automation is extremely low, most of the manual processing, product quality can not meet standards, coupled with repeated banned tire incident repeatedly, has a direct impact on the image and reputation of retreaded tires.

(B) The main problems in the production of reclaimed rubber:

1. Reclaimed rubber production enterprises are driven by profits, blindly develop, and low-level redundant construction, resulting in excess capacity. The reproducible rubber production enterprises have prominent polarization. A group of key enterprises have a production scale of more than 10,000 tons. The largest production company has an annual production capacity of 100,000 tons, and small production companies have an annual production capacity of only about 1,000 tons.

2. Some enterprises have backward production equipment, low technological level, and cause certain pollution to the environment;

3. Reclaimed rubber production enterprises lack financial and taxation policies. Recycled rubber production enterprises that meet the EIA standards are also unable to enjoy the preferential fiscal and taxation policies that tire retreader rubber powder production enterprises can enjoy.

(3) The main reasons for the slow development of the internationally recognized and environmentally-friendly and resource-based rubber powder industry are:

1, equipment and technology itself has some problems;

2. Insufficient funds for development

3. Late development of the application of rubber powder lags behind, resulting in poor market sales.

(4) The main problems in the production of used tires for cracking are:

1. The country does not have relevant inspection standards;

2, the use of standardized scientific cracking method, due to large investment, waste tires acquisition costs are extremely high, the quality of carbon black produced is poor, resulting in unfavorable sales, it is difficult to promote a wide range;

3. The repeated use of the earth-based oil refining method has caused serious environmental pollution and has also hindered investor confidence.

In summary, the best use of used tires is refurbishment. When the number of retreading operations cannot be refurbished after 11 times, the internal rubber, steel wire, etc. of the carcass are still of use value and can be reused. There are few companies in the industry.

Tire refurbishment currently belongs to Chaoyang industry in China. As China gradually enters the era of automotive aftermarket, China’s tire demand will further increase, and tire retreading industry is likely to have blowouts just like the automobile industry a few years ago. "Eleventh Five-Year" has come to an end and the "Twelfth Five-Year Plan" is about to unveil. China should seize the opportunities for future development, further regulate the tire retreading industry, and contribute to our country becoming a car power.
