According to experts from the China Petroleum and Chemical Industry Planning Institute, the basic outline of the “Twelfth Five-Year Plan” for the petrochemical industry has been completed before, and the current refinement work has basically been completed and is being reviewed by relevant parties.
“From the perspective of the core mission, petrochemicals must first implement the strategic spirit of becoming stronger and stronger, and change from a manufacturing-oriented industrial development model to a creative one. Therefore, we propose that during the 'Twelfth Five-Year Plan' period, we should comprehensively adjust the petrochemical industry. The structure, upgrading of competitiveness, and upgrading of technological content are at the core. This is the most fundamental task,” said the expert.
According to him, due to the continuous impact of the international financial crisis, China's export products will also be affected during the "12th Five-Year Plan" period. In return, foreign large companies will pay more attention to the Chinese market than ever before, so the industry competition and product competition in the Chinese market will be fiercer in the 12th Five-Year Plan than any other period.
This sets a huge competitive pressure on the petrochemical industry. From the above experts' point of view, the key to responding to these new changes is structural adjustment. “The entire industry from the upstream oil products, from the middle reaches of the petrochemicals, to the downstream chemical new material products, there are how to adjust the structure to meet the domestic market To deal with international competition."
Among them, the first thing to be solved is the structural shortage of petrochemical products. “Originally there was a structural shortage. Everyone wanted to think of traditional products, but from last year's situation, it was not just traditional chemicals, even polypropylene and polypropylene. Structural problems have arisen with ABS, synthetic rubber, polystyrene, ethylene glycol, etc." said the expert.
The second issue is crude oil safety. "Petrochemical products should be developed on a variety of resources, rather than on more pressure on the basis of crude oil." He believes that the biggest constraint to development now is resources. Many ways should be considered to solve this problem through the internationalized "go global" strategy and the diversified development of resources.
In addition, he pointed out that the petrochemical industry is also a high-emissions industry, and one of the major problems in the “Twelfth Five-Year Plan” period is how to achieve low-carbon development. "In addition to consuming as little carbon resources as possible, more efforts are being made to implement energy-saving emission reduction and energy-saving measures within the industry to resolve our dependence on fossil resources."
