The Fujian LNG project is a major energy project in China and a national strategic project. The project was jointly developed by China National Offshore Oil Corporation and Fujian Province. It is the first LNG project in China to be independently introduced, constructed, managed, and implemented by domestic companies. The project consists of 10 subprojects including station line project receiving stations and gas transmission lines, transportation projects, 3 gas power plants, and 5 city gas utilization projects along the coast of Fujian.
In February 2003, the “First Phase Project Proposal for the Fujian LNG General Project” was approved by the National Development and Reform Commission. In August of the same year, CNOOC Natural Gas and Power Generation Co., Ltd., a subsidiary of China National Offshore Oil Corporation, and Fujian Investment Development Corporation signed the “Agreement on the Construction of a Fujian LNG Station Line Project” and established China Shipping Fujian Natural Gas Co., Ltd. The LNG project will be constructed in two phases. The scale of the first phase of the project is 2.6 million tons of LNG/year, with a total investment of about RMB 24 billion. Construction started in 2004 and production went into operation in the first half of 2007. The construction includes: a receiving terminal for a T-type butterfly wing arrangement for 165,000 cubic meters of LNG ships; two storage tanks for storing 160,000 cubic meters of LNG; and gas transmission lines with a total length of approximately 340 kilometers and 53 kilometers respectively. Gas pipelines; gas pipelines in Fuzhou, Putian, Quanzhou, Xiamen, and Quzhou with a total gas supply capacity of 800,000 tons during the production period; new LNG gas with a total installed capacity of 3.5 million kW and a total gas consumption of 2 million tons Power plant. The total planned size of the second-phase project is 5 million tons/year.
On April 15, 2005, the station line project of the Fujian LNG project passed the international bidding process and determined the consortium formed by the U.S. company’s Spiegel Engineering Company and China Chengda Engineering Company as the general contractor of the storage tank project at the receiving station. Two 160,000 cubic meters of ground full-capacity concrete top storage pile foundation project is a key project of the LNG station line project, which has the highest technical content in the ten major LNG projects. The construction of nine high-performance drilling machines at the site is the lowest value of more than 4 million yuan for each device, and the most expensive one is as high as 12 million yuan. The geology of the storage tank foundation is complex, and the gap between adjacent piles is quite large. Each gas storage tank is piled with 556 piles. Each pile is the shallowest depth of 28 meters underground, and the deepest reaches 50 meters, equivalent to 16 floors. Each pile must hit the most stable place in the underground rock, and it can prevent earthquakes once in every year.
According to Huang Fusheng, safety director of CNOOC Fujian Natural Gas Co., Ltd., the safety director of the CNOOC Fujian Natural Gas Co., Ltd. said that after the completion of the project in 2007, each gas tank will occupy an area larger than a football field, with a maximum height of 56 meters and an effective volume of 160,000 cubic meters. One-time transfer of gas from a gas storage tank is completed, and the largest domestic tank truck (40 cubic meters) is used for transport. It also requires more than 4,000 units.
The person in charge of the Fujian Province's key construction project office told the reporter that the first phase of the gas-fired power plant in Putian, Jinjiang and Xiamen will start construction in succession and it is expected to start production in 2007-2008. The construction of 5 city gas utilization projects can provide clean, safe, and high-quality living gas for the 5 million people on the coast of Fujian. It can also provide fuel for industrial enterprises, accelerate the pace of urban infrastructure modernization, and promote the development of urban gas industry. . A year later, some cities in Fujian could use clean alternative energy such as LNG.
